Council Culture Working Group

In 2022, the Council Culture Working Group (CCWG) was formed to review ways of working in Council to ensure effective performance. This included, but was not limited to:

  • A review of the Code of Conduct
  • A review of the complaints procedure in relation to Council members
  • How Council perceived their performance via a survey (Governance App)
  • How to have good conversations through the reflection conversation

The survey was developed in early 2023 using the Governance App framework to assess Council effectiveness, following work undertaken by the Council Conduct Working Group (CCWG), which was stood down in December 2023 after successfully completing its remit.

Council agreed to repeat the survey to measure progress since the previous assessment and to carry out an annual review of the documents updated by the CCWG - including the Code of Conduct for Council and Committee Members and the Complaints Procedure - to ensure they remain relevant and continue to support Council effectiveness.

Actions were taken to help improve the areas of low score such as additional training, reflection conversations and clear job descriptions were created for Officers and Committee Chairs.

It was agreed by Council in March 2025 that the group be reformed to ensure they continue to improve the ways in which they work. Areas of work being focused on include organisational purpose and integrity.
