Lay Observers are not veterinary surgeons and are independent of the RCVS. They observe the Preliminary Investigation Committee (PIC) and assist the assessment and investigation of complaints, as well as case examination of complaints as Case Examiners.
Three Lay Observers sit with the PIC and, although not voting members of the Committee, they take part in discussion and comment on the procedure and the merit of a complaint.
The Lay Observers have a valuable role in ensuring that the PIC and the complaints procedure not only acts fairly, but is seen by complainants as fair.
They provide a report to RCVS Council every year about the complaints procedures. Since 2004, the PIC has responded to the Lay Observers' reports. Copies of these reports can be downloaded below in PDF format:
